Alien Citizen Digital Certificate

Useless on some phones.

Yep, biometric verification only at the moment.

Was nearby the NIA today, so popped in to apply for the Alien Citizen Digital Certificate. After waiting a while for my turn, I was informed by the chap behind the desk that I couldn’t apply as my ARC number is still the old format, i.e. you need the new ARC number format to apply for this. Frustrating… I just changed everything before the new format came into use… can’t be bothered doing all that again just now, so I told him I’d just pass on the digital certificate.

If the ID is still valid, they should provide the digital certification too, no?

I did it two weeks ago. They ask me if I want to keep the old number and I say yes. Maybe you can try again with a different person.

That’s what I thought… and told the guy behind the desk.

Good to hear that. The guy behind the desk didn’t seem like he wanted to help today. I’ll try my luck again the next time I’m near the NIA.

Excuse me…
I didn’t even know there was a “digital certificate.”

What extra perks do you get above the standard APARC? Why do I need one?

It’s just for online identity verification - nothing to do with A(P)RC status etc. You don’t need one, especially if you already have an NHI card, as that seems to serve many of the same functions.

I wouldn’t bother if you’re already getting along fine - the only time I’ve ever used mine was to order masks before I had NHI. I don’t even know where mine is at the moment.

Gergely Imreh summarized still in his blog post:

a smart card that supposed to make a lot of services available through a web browser or other government-produced software (e.g. filing taxes online).

And according to government official website (not updated since 2016):

Current internet services provided are: electronic highway drivers services, tax filing, internet application system of the Labor Insurance Bureau, electronic gateway of the Land Administration, household registration internet applications, ChungHwa Telecom mobile phone (citywide) query, company online application system of the Ministry of Economic Affairs, public safety inspection system for buildings, internet customs clearance system for air cargoes, 1988 tax information instant messaging, and so on.
Other applications will be put online to provide better service in future. Please go to the respective websites for details of the various application systems.

Sounds interesting, but tell me who has used it in this community and how did it make things easier for you?

I’d like to see a first-hand story that said I used it for XYZ and things happened very quickly.

Again, it’s just a card for verifying one’s identity online, that’s all. You seem to be expecting too much from it. Did you read the links we posted?

I’ve given you my first-hand story above. I used it to order masks. It was fine. It wasn’t a life-changing, wondrous experience. I don’t intend to elope with the card or have children with it, and I haven’t framed the card above my mantelpiece.

I used it to check my pension and make sure my boss was paying.

Can you do that with your NHI card as well, or is that something that’s only possible with the ACDC?

the website didn’t let me use the NHI, I think is only whit ACDC.

Is this a requirement? I’d like to get one of these, but I don’t want to change my ID and have to go around telling the banks and everyone else.

You should be able to get Digital Certificate without getting new ID number. They might persuade you, but you just decline. Make sure to tell them the new ID format has many issues with banks, and online services.

I’m not certain. Immigration didn’t give me a choice and it as been a nightmare changing everything at banks, my biz license, Amazon accounts, etc.

If you update your address or your old ARC is about to expire, then you have no choice.
If you simply want a digital certificate, that’s different.

Keep in mind, you will have to apply for a new digital certificate when you do get the new ID in future.

I had a citizen digital certificate years ago, but it doesn’t work anymore due to new ID number.

I’m considering getting a new one, but waying up the pros of the card since applying is massive 麻煩.

So far I think the best uses for the card are:

  • Checking credit rating online
  • Checking pension account online
  • Getting Entry/Exit certificate online

When I had my card before I only ever used it to get the entry/exit certificate, so don’t know if the other things actually work for foreigners. Anyone know?

Also, any other cool uses?
