I like the idea of a tugou in toga. And using an animal mascot does sidestep issues about race since we all come from all over the place, including Taiwan. And the Formosan Black Bear and Blue Magpie are also very meaningful suggestions

I think the blue magpie would look great in a toga.
I’m not sure it would be clear what such a mascot was, though it could be awesome if it was drawn well. The black dog should be really clear though.
