Why do Keelung and Hualien have such a high murder rate with a relativity low population?

I think kidnapping was a made a capital crime a while back. Meaning if you kidnap someone for ransom you get shot in the back of the head. That kinda deters people from doing that.

I always thought it was just a more depressing version of Yilan. I had no idea Keelung was the violent crime capital of Taiwan. I’ll be sure to hold my pocketbook tightly if I go visit.
