Both. The government is getting more serious about it, in large part because I think the US is putting pressure and Trump has been more willing to sell weapons. But from my conversations with locals, the citizens have their heads buried in the sand.

I don’t think any ‘invasion plan’ would work, unless it’s just to hunker down. One of the first things China would do is cut off transportation systems so public and military will not be able to move around. Wouldn’t be hard to do as there are a lot of places to easily disable major transportation arteries.
So just sit back and hope your water and food supplies hold up in the short term. Who knows after that…
Only way to do that is damage port facilities or at least blockade the island. This won’t be possible with hypersonic missiles around, not to mention that it is very easy for America to counter those blockades too.
