Is there such a government department in Taiwan, that you can complain to about corruption/graft/bribery/how a government department is run/misuse of public office/etc. and they have the authority to inspect the claims and issue a judgement?
In an ideal world such a position would be impartial.

Such behavior exists absolutely everywhere, but in Taiwan itās much more āin the openā (vs places like the US where enough lawyers were involved and a clear reasoning was expressed for the āneedā for the funds, making it totally legal but also impossible for anyone but the most sleuthing investigative journalists to see)
I donāt know if they are admissible as evidence, but it is my (potentially wrong) understanding that itās illegal to record a phone call without the other party knowing in Taiwan, so I wouldnāt submit evidence like that without consulting with a lawyer first.
Some counties outside Taipei are pretty corrupt if you run into the wrong people. Local cops are paid by organized crime who run local brothels etc. Maybe not worth to pursue this unless youāre personally affected.

Thanks everyone for your input. As I said before I donāt like bringing trouble to peoplesā doors but this case is both personal and costing me money.
On the balance of things I will probably just keep the tip about tipping off the Control Yuan in my hand. If things get worse then I may play this card.
In addition to the links above, you can always tip off the tax office if someone is evading tax, but theyāre not obligated to investigate in the absence of evidence meeting certain criteria.
