The issue is Taiwan’s uncertain status, and its reliance on the US for its security. Both make it difficult for Taiwan to export weapons. Even if Taiwan has a superior product, it is hard to find potential buyers willing to piss off China, and even when we do find buyers, we risk pissing off the US for undercutting their profits.
The lack of profit incentive makes it difficult for Taiwan to justify devoting too much efforts into military research.
