that is your claim. you say the minimum salary for english teacher is 58k or someting. the explanation for that i think of is, the minimum salary for foteigners is set to protect local employment, so with higher required qualification foreign special profesdionals less probably affect on local employment, thus their minimum salary can be lower.

But the $48k minimum salary requirement is for foreign professionals. e.g., Marketing professional, accountant, etc. That’s not for English teachers.
For English teachers, the minimum required salary is around $58k (to my knowledge), and they do not differentiate between cram school or public school or private school, as far as I know.
Take housing and airfare bonuses out of the equation for easier comparison.
Public school foreign teachers make around $60k-$75k/month in Taiwan. Cram school ESL teachers make just less than $60k, and International school foreign teachers start at around $90k/month, and can go up to $200k.
No idea what the figures are if you factor in housing allowances and airfare.
It seems I got mixed up. The minimum salary for foreign English teachers is the same as other professionals, which is $48k. The reason I got mixed up is because someone here told me that English teachers make around $10k more than the minimum for foreign professionals (so around $58k), but I thought they were talking about legal requirement.
This law applies to professional English (or other foreign language) teachers with ESL certificates (or equivalent) and a Bachelor’s degree. Does not apply to teaching assistants who are often less qualified.
Yes, but I read somewhere else (can’t find it now) that the MOL no longer differentiates between foreign language teachers and foreign technical teachers.

Read the first sentence. This law is specifying that foreign English teachers fall under 外國專業人才 (instead of blue collar), isn’t it? So I’m guessing the minimum salary requirement is still $47,971. That’s the minimum salary for all foreign professional-level(專業人才)employees regardless of industry (unless specifically listed as an exception).
This is a very short list of highly-specific industries, and probably doesn’t apply to 90% of foreigners with ARC working in Taiwan. Are you saying that there is no minimum salary requirement for most ARC holders? Are ARC’s that easy to obtain?
90% of foreigners with ARC working in Taiwan may be migrant workers with different minimum salary requirements. And yes, jobs that can support work permits of foreign professionals are limited.
