I’m pretty sure the one-year rule to get an ID only applies to TARC holders who actually have parents or siblings with IDs. For all other types of TARC holders (student, employment, etc.) I believe it takes the same number of years as it takes for a foreigner to get their permanent residency.

For voluntary naturalization and spouses of ROC-Citizens is only one year as well. I only had to be on TARC for 365 days and I have no TW family.

For naturalization purposes I had no Taiwan family relatives to pass citizenship to me and I also had a work based APRC, so even though I was married with a Taiwanese citizen, they didn’t allow me to apply as a spouse.
