I couldn’t find any further information about it, do you have to register at a specific hospital ?or there is a central system ?

In Taipei and New Taipei , people are being asked to sign up with hospitals and clinics in their neighborhood to be put on a waiting list for the leftover doses.
i called my neighborhood hospital today (one of the branches of Taipei City Hospital) and they have no idea when this initiative will start, there was no information available.
Taichung will start online registration for leftover vaccines from tomorrow.

Small clinics should send their leftover at 4:00pm to nearby larger vaccine locations.
Each large vaccine location makes its own waiting list for the leftover. You should be 65 or older, or in priority category 1-7 to be listed. People 65 or older, or in priority category 1-7 are given priority.
Kaohsiung Veterans General Hospital will open their registration for next week every Friday 5:00pm. limited to 100.
