Just got my 定居證, was quite confused at first because its called “ENTRY AND EXIT PERMIT”, but apparently that’s the Residency Certificate.

It has my code as AF405 which I assume is a new code for the 2024 changes?

Wondering what the difference is with the Entry Permit sticker in my NWHOR passport?

That piece of paper is both an entry and exit permit as well as the residency certificate copy. Without this you have no permission to enter the country (and if you enter the country with other permission, they will yell at you). The customs officer will collect this piece of paper from you and then return it. You will then take the same piece of paper and bring it to NIA.

The Entry Permit sticker in your NWHOR passport is just that; a 90 day entry permit. It allows you to stay in the country for 90 days and nothing else.

I remember applying for that Entry Permit as part of my NWHOR passport but I don’t understand the purpose of it then. Was it because before 2024 this was the permit necessary to enter on a NWHOR passport?

I applied at the beginning of this year and the code used was AF405 定居 as well. BTW, they issue the Entry/Exit Permit-titled paper even when you initiate the application from within the country.

Requoting this comment as I’m now coming upon a new roadblock.

The only family I have in Taiwan is my cousin and his family. He’s being very flaky about adding me to his Household registration. I have no Taiwanese friends that I am close with. I may need a Plan B, but not seeing anything related to “戶籍” when I search. Is my only option to message the cheapest listings and asking them if I can use their documents for Household registration?

Along the same lines: I can’t find a definitive answer to another HHR question:

What exactly do I need to be added to someone’s HHR?

  • 戶口名簿 or 戶籍謄本 (or either?)
  • Do I need their chop?
  • Do I need their National ID?
  • Do I need them to be physically present?

This is exactly my case. Have you found out any more information? I have a copy of my mom’s HHR from when she was a child but I don’t have the latest before she left the country 10 years before my birth. I really want to know whether or not it has to be “active”.

It does not have to be active. You can read Art 3 of the Immigration Act

All the best! You do need to do a few things before you enter Taiwan if you haven’t done so. Getting your

  1. NWOHR passport (you need to enter TW with it)
  2. National police check of your residence country (authenticated by TECO), needed for the 定居證

Depending on whether you do the health check in Taiwan or before entering Taiwan processing times differ.

If you do most of the paperwork through a TECO you do not enter Taiwan with the NWOHR passport, but only with the Entry/Exit Permit which is also the residence permit carbon.

Agreed, based purely on my understanding and not on any actual interactions with government officials.

Now, one interesting wrinkle that I haven’t seen specifically discussed is what needs to be done if the NWHR parent left Taiwan before marriage overseas and before having a child overseas, then passes away overseas. Then, the NWOHR child wants to apply for citizenship/HHR.

In this case, as far as the HHR office is concerned, the NWHR parent left Taiwan while single, then the HHR status changed automatically after 2 (?) years to “moved-out” status.

Earlier in this thread, it was stated that if the NWHR parent is still alive, then the marriage (and maybe the birth of the child?) need to be registered, which requires getting a power-of-attorney from the NWHR parent if the parent cannot travel to Taiwan (see here: New legislation- TARC still needed for NWOHR? - #257 by gracewang02).

Now, the question I have is, what if the NWHR parent is deceased? Is it still required, or even possible, to update the marriage status and children status of the deceased NWHR parent?

My current idea is, next time I’m in Taipei, to try to ask the HHR office to give me a copy of the 除户誊本 of my deceased father, which I hope will show me whether or not the marriage and my birth were registered, which will then inform further steps. To get the 除户誊本, I will probably at least need translated and TECO-authenticated copies of my parents’ marriage certificate and my birth certificate to prove the ancestral relationship.

(I’m not even sure if 除户誊本 is the right term, but I think I read in the past that this is the name of the HHR transcript that exists after the HHR is changed into moved-out status. If this is wrong, what would be the name of the HHR transcript that I would request at the HHR office for an NWHR parent who moved overseas, while still single, long ago?)

Send email to your local TECO. Cheaper than any flight

Look on the back of of his 身分證 if you have it. There is a field for spouse’s name. This should tell you if they are both in the HHR.

If your birth was registered you would be in the HHR.

Ah, I think some situations don’t require entering with a NWOHR passport, but is required in my situation (overseas born and no longer minor) (Immigration Act Art 10-3)

Good luck! Yes, it’s the 除戶戶籍謄本. For those who are not currently on the HHR (eg. moved out, passed away, lost nationality). I had to get that cos my mom renounced her Taiwanese nationality. If your parents’ marriage is registered, it should show up on the notes.
