NWOHR passport holder residing in Philippines - seeking full Taiwan citizenship

Hi. First time to post here.

I am a stateless individual of Chinese descent. My grandparents came from China and have lived in the Philippines since then, but they did not acquire Philippine citizenship. My parents were also born stateless but later obtained U.S. citizenship in their senior years. Before gaining U.S. citizenship, my mother held a Taiwan (NWOHR) passport.

I currently hold a Taiwan NWOHR passport and am seeking guidance on how to progress from my current stateless NWOHR status to full Taiwan citizenship. Any advice or insights would be greatly appreciated.

I have several questions.

Where do you live now?

Where were you born?

Did your parents acquire US citizenship before or after you were born?

I was born and raised in Manila Philippines. My parents got their US citizenship when I was in my 40s. I am currently in my mid 50s.

You need stay here for 5 years to apply TARC 183 days per years continuously for 5 years

Is that what you are doing?

Probably this thread can help a bit

Do you have any skills that you think may help you get a skilled job in Taiwan? A work related TARC may also be an option.

Or if you have the resources, starting a business/investment, that also gets you a TARC.

Once you have a TARC, in many cases, you may move on to HHR after a period of residency. (Some exceptions such as a student and domestic work apply)

hey there. we are almost in the same situation. and i believe there are many others too. I just posted my queries a few days ago😄
So glad to hear response from some people. i was already getting frustrated and disappointed but somehow being here helped ease it out.
are you in manila? i am currently in China. but planning to visit teco manila as i am going home anyway to renew my passport. Will definitely talk to them. My sister recently called them and they say that we definitely have the rights to stay there. Just need to get some things done, not instantly, but can do. the staff said they have immigration officer at teco. dial their number and transfer to local125. although we have been warned that the line is always busy:roll_eyes::roll_eyes::roll_eyes::roll_eyes:. hahaha. are they trying to avoid us, maybe?

it looks like the TARC path is what I need to take, thanks!

I’m in the IT Consulting business, earned some IT certifications along the way. Would that work?

I think there are thousands of us in Philippines in the same situation. I’ll try to call and visit Teco Manila as well. Thank you!

It may work, either by finding a skilled job in Taiwan (AF370) or doing some form of investment, maybe with a business like yours (AF358). I don’t know the details though, some of the other forumers or local immigration consultants may have more info.

Then your immediate family members may be able to take the family based route either while you are on TARC or after you get your HHR (eg. AF353, AF354).

Without another nationality apart from your NWOHR status, you don’t need a work permit to work for a company in Taiwan, but of course the problem is convincing the company you are allowed to work.
