Seems so. Not a complete rout, and there is likely some mis-/disinformation at work here. I’ve suggested somewhere that they may be redeploying in anticipation of another feint, especially Crimea holds more value for Ukraine than Bakhmut right now

Russia has been slowly, very very slowly, making gains near the Oskil river and the town of Dvorichna, where two bridges used to serve as crossing. The highway bridge I think is gone, but another smaller bridge seems to still be standing. This is the closest crossing near the Russian border.

Can google about all this circus between official Russian ministry of defence and Prigozhin. Can google about the recent panic of z-extremists awaiting Ukrainian offensive.
