He stated “foreign resident.” if you’re a “foreign resident” then you live outside of Taiwan.
If you have an Alien ‘resident card’ then you are a “Taiwan resident”
Sorry I don’t think you have read @qwert_zuiop 's post carefully.
It’s clear that the post refers to A(P)RC holders.

I got my APRC the last few weeks of the first stimulus coupon handout, and I got it.

Cash handouts from last year’s tax surplus could be handed out as early as April 6. Currently, the plan is for a government bill on the NT$6,000 handouts to clear the legislature on March 24. It would then be signed by the president on March 25, and take effect on March 27. Factoring in another five working days for ironing out details with banks, the cash would be ready in just three weeks.
A government webpage to register for the handouts will go live at 8 a.m. on March 22. That’s 6000.gov.tw. The first five days of operation, the website will be open on alternate days depending on whether the last digit on the registrant’s ID is odd or even. Enter the necessary personal information and your bank account details and all you’ll have to do is wait for the cash to be transferred. The money can also be collected as cash at ATMs or by bringing your NHI card and ID to a post office. Parents can collect the cash on behalf of children aged 12 and below in their families. People who’ve previously collected national pensions or retirement pays will get the money transferred straight to their accounts.
Anything changed for ARC holders?
Good one. You should do stand-up comedy.

An ARC is still not good enough, yeah?
According to reports now (i.e. March 18), the starting time for disbursing the funds is indeed expected to be in April.

Unless you are married to an ROC citizen, unfortunately no it’s not.

For eligible forumosans, watch out for phishing scams!
When the funds are available, I’ll be rolling up to my local post office, with NHI card and APRC in hand—no fooling around inputting personal data in potentially sketchy websites.
Guy
And how would that work?
But … how could the appalling English, silly animated characters, pop-up windows, c. 2005 graphics, and inability to accept APRC numbers possibly dissuade you from using the government sites?!
Sigh. And I thought you’d lived here long enough to understand Taiwanese culture.
Hm, or maybe you’ve done exactly that.
Now I feel bad about the sarcasm I just voiced. Good for the enforcers, regulators, or whoever it is.
