Does anyone know how to get an official statement or tax payment certificate from the tax authorities stating that I am within the Taiwanese system? I moved here on a Spousal ARC last September and am retired so do not have any earned income, only pension payments from the UK & Netherlands. My wife does not work and only has bank savings. Thanks.
You can always go there and request a residence certificate. Not sure what their requirements will be if you haven’t filed taxes in Taiwan yet.

National Immigration Agency (NIA) gives out residence certificates (proof of residence in Taiwan), not the tax office.
One can push this into faces of bank employees when they try to force you signing a false tax residency declaration.
I’m unsure if this is helpful for the OP, as it sounds like he hasn’t paid tax here or anywhere. But for others in here looking for a certificate showing that they actually pay tax here, you can get one of these:
I would assume he can still file taxes in Taiwan - even if he might not need to pay anything eventually.
This is a certificate which proves that you have paid tax in Taiwan, for a given financial year.
No, it’s not. It says that one was a tax resident in a certain year - it doesn’t say that the amount of taxes paid is actually greater than zero.
Just checking we are both in the same context here. Are you aware I was referring to the ‘Tax Payment Certificate’ I posted details of, with that comment of mine you quoted above?
Ah, no - we’re probably not! I thought you were talking about the resident certificate.
So it will really come down what the OP is trying to prove: That they actually paid taxes in Taiwan or that they are a tax resident and would need to pay taxes (given appropriate taxable income).
