There’s a black dog like this by my apartment: either chained or caged up outside during the day in the heat. When I get close, it perks up and seems desperate for attention. I don’t get it either… Why have a dog if you’re not going to take care of it or interact with it? I have thought about calling the animal protection department or whatever they’re called, but based on what I’ve read here, it sounds like it wouldn’t amount to anything and/or would cause more problems. I also remember one time when I went to Lalashan there was a puppy chained up outside for a few hours. When I went past it again on the way back home, it was still there but with a pile of its shit next to it. Evidently no one was bothering to walk it or anything.

Happens a lot, the dog is simply a tool to be used for barking at any intruder, not an animal worthy of love. Either that, or a status symbol, like keeping a Husky in Taiwan (they have no business being in Taiwan).

All that graffiti on the roll up doors tells me it’s likely abandoned. No way the government would permit anyone to live in such a building, and the steel beams is likely stopgap before the building is demolished. Are the windows upstairs suggesting that someone lives there? Is there any red paper on the outside of the building (which is basically notice from the government that the building is condemned).
