That is not what happened here. He didn’t go into one of those high mountain areas. Nor did he require a permit. The rescue services did their job , he stopped when he realised how dangerous it was, and he was rescued. He shouldn’t be charged for that , unless you agree with the govt punishing every mishap that happens.
Also this was in Taitung.
