Yes they do…however, you need 2 bills (i.e. power and water at the same time…or power and a cell phone bill…or…yeah you get the picture) for 1 sticker.
BTW, the 2 for 1 Starbucks ends on Oct 28th of this year (there are other expiry dates for other offers which you have to look in the booklet).
