For foreign professionals which pathway provides greater utility when taking into account practicalities and deficiencies of each option?
Citizenship will always reign supreme because it’s hard to take away, and allows you to do anything a local can do, including access to credit and all that. The only downside is having to give up your other citizenship. It may allow easier access to China too, but someone said that China’s been denying Taibaozheng to people who looks western.
APRC can be taken away if the government wants to.
Another downside of citizenship would be tax residency rules.

It’s just random gossip from an offline friend. So can’t take this as gospel. But at the same time it’s unsurprising. The cost to naturalize isn’t as hard as before and exceptions to having to renounce is relaxed a little.
For those who can still have a second passport citizenship would probably be better. For those who have to have only Taiwanese citizenship for various reasons it only makes sense if the original passport is kinda useless

My Australian passport was pretty useless which is why I renounced in 1998. ROC citizenship gave me easier options than ARC. Simple as that.
I had only ROC citizenship for 13 years, not having a foreign passport makes no difference to my life.
Are there any compasionate exemptions for spending whole year in Taiwan to gain HHR for example to attend a funeral?
I am already aware of longer periods of eligible residence.
Who told you that you need to spend the whole year here? It’s been posted many times it is 335 days in the first year and yes you can leave and return and still get HHR. You can have two trips abroad and still get HHR.

Taiwanese are free to come back as a citizens WITHOUT move in registration (I.e their HHR is listed as moved out) and spend less than 183 days a year to avoid being a tax resident.
