My daughter is a little taller than that, and she is 11 years old. (Not kidding) Everyone agrees that she is tall.

I have seen many a tall girl with TW guys. Truth be told (and I say this with utmost respect), most of the TW women with a waiguoren are of the petite variety. Correct me if I’m wrong and I said most not all.
Is there a particular Taiwanese guy you are interested in? I sort of get the feeling that you are interested in a particular guy and you are wondering why you can’t seem to get his attention. And you are wondering if racial stereotypes/preferences are the reason why he does not seem to be interested despite your attempts at getting his attention. Or maybe I’m reading too much into your query. 
This is certainly a new one. First, all we heard was how no foreign female could get any action at all, from anyone. Especially the foreign guys who were all apparently up to their eyeballs in Taiwanese females. Now, we’re getting complaints that only the foreigners are hitting on foreign women…

Bottom line: Taiwanese guys don’t hit on women. Like, ever. Arranged marriages are no longer the norm in Taiwan, but arranged dates certainly are. If you want to get with a Taiwanese guy, make friends with Taiwanese girls and have them make introductions.

sage advice. However taiwanese guys DO hit on women (all my taiwanese male friends do) but generally only taiwanese women.
OP is 170. that’s average height. not THAT tall. my gf is 180.
170cm is average for a GIRL in the US(and I’d assume the west). The average is shorter in Taiwan.
I say this because I’m male and 170cm. Short in the US, average here.
If he confused the words enduring and endearing, then he’s obviously not only an English teacher, but probably a head English teacher. As such, he obviously has a fine, lucrative and intellectually-fulfilling career with strong long-term prospects. Definitely marriage material. The OP missed a major opportunity.

The way some men have talked to me has made me think they think all western women are hookers. If I was checking you out in a club and obviously looking for some fun, then checking me out back and offering to take me out to have a midnight snack may very well work. If I turn up at your work just after you close to inquire if the kitchen is still open, and if not, where I may find some food, giving me a quick once-over, winking and offering to take me somewhere open if I stick around will NOT work.
Charm is hard to find, unless they’re bartenders apparently. Literally the only men I’ve seen here with any time of game… maybe because they talk to strangers all night for a living? Not sure. But you can try and find a bartender 
Experience has taught me that they’re just as likely to be crazy as anyone else but they are charming and good in bed (and bad about protection… BYO Condoms)
Tall might be harder, because as far as I can see all the freakishly tall men end up with freakishly short women - but then 170 isn’t all that tall to a guy who’s 180, and there are a few of them around 
You’ll find someone, don’t worry about it! Just be ‘pleasant’ and smile alot, and if you see someone who you like go and get to know them!
This definitely doesn’t apply to the OP, but when I go to the spots where there are lots of expat women, most of the chicks are on the chunky side, and I don’t think that Taiwanese men go for fatties.
However, I see the converse all of the time. How do those tiny Taiwanese girls not suffocate under such massive beer guts?
