In case of war, would be hard to leave, cause millions of Taiwanese will want to go out too. Depends on timing, but would rather take train south or east to ports. Have a lot of American dollars with you, cause you will have to bride Taiwanese to get it on. Avoid traveling next to big military targets. If bombs already raining listen to authorities and go to shelter. Wait for instructions from your home country.

They should grant automatic citizenship to residents that stay for the war effort. Not necessary a combat role but there is much to do for civilians during war and non combat roles.
And without making them give up their other citizenships as well.
