I think you are right now that I read @marco 's post and read the CDC site. That scar is probably the BCG vaccine and not smallpox. They have stopped universal vaccines it said on the site.
A little digging found that about half of the population has been vaccinated and it wanes after 10 years, so Taiwan is not out the jungle yet.

Itâs not an unreasonable proposition. People were told to stop doing all of the things that we know contribute to good health, such as going outside, socialising, and exercising.
