Walked through Daan Park today. A young fuckwit silently zipped by me on an e-scooter at like 20km/h.
I’d be happy if all throttle controlled 2 wheel vehicles required licenses and were limited to riding on the roads, regardless if they have fake pedals taped to the sides.

For the life of my i cannot understand why smoking is just not banned under qi lous. Across the country. Thats where the majority of second hand smoke is getting breathed. Change the culture of people thinking its acceptable to smoke there and you are going a long way to fix the problem
This is going to do nothing to change the public smoking culture and lessen second hand smoke.
Its going to punish tourists while locals smoke in the same places they always do. I walked passed one of these things and saw 2 locals smoking directly outside of the booths. They are enforced by people walking around. So, clearly its easy to avoid the fine, just wait until the enforcers walk somewhere else.
Its the exact same logic as all the green paint for the traffic: put on a song and dance, make news headlines and make it look like you are doing something meanwhile don’t actually do anything meaningful to fix the problem.
All social changes in Taiwan happen very very slowly . Smoking outside coffee shops and convenience stores have been enforced very very slowly. I noticed some places seem to have removed the tables and chairs rather than deal with fines.
Smokers in Taiwan , in the main, are extremely arrogant and filthy. If you confront some like I have you’ll see how unused they are to being confonted and how difficult some are to deal with. When my kids were small I would deal with them now I just don’t bother and mostly just keep my distance. Filthy animals, 99 % throw their butts on the ground and into the drains.
My gfs dad smokes indoors and in his car. I always give him shit about it, seems like im the only person who does.
As for outside If I see a smoker near me under a qi lou I will do exaggerated coughs and look at them while doing it. Sometimes pull my t shirt up to cover my face. Not much but its better than nothing or direct confrontation.
While living in Singapore I saw a government report on people who litter. If remember correctly it was 70% cigarette littering. And of those littering 70% were repeat offenders…not just once but often multiple times. The government summary was like they noticed that one group of people are habitual offenders and just are not willing to change. But for the rest of society they recognize the fines for law breaking and restrict their behavior.
I still believe a majority of Taiwan law breakers in areas of trash, driving, noise, etc. could be swayed from their bad behaviors if enforcement was often and consistent. Without often and consistent the overall improvement is really, really, really slow. And now with the amount of drugs in Taiwan I have my doubts about increasing the rate of improvement.
Yea thats the thing. Inconsistent enforcement leads to a culture where its ok to only follow the rules if u might get caught (speed camera or police nearby, or in this case the on foot smoking enforcers), otherwise breaking the rules is the norm.
Just apply the same system as the MRT. Basically everyone follows the rules there.
Yeh, like a guy saw on TV complaining about getting a speeding ticket. The cop car was parked behind a sign (one of thousands of small store signs pulled out onto the road) so the speeder did not see the cop looking for speeders. He said was the cop’s tactics were unfair…if he had seen the cop he would have slowed down. Police dropped the case.
I think this is wack. Saw on TV news a report showing two girls went to a temple to donate money and pray for opportunity to purchase tickets to a K-pop concert.
I know four runaways out here in the sticks. Easy money.
I also caught two Vietnamese migrants on my land at 11:30pm with high powered headlights reportedly looking for birds. I detained them, photographed them and their motorbike and told them never to return under threat of bodily harm. Bet they were illegals, too.
Yeah I have a few of these types smoking in the park along my running route. Seems especially rude because people are actively exercising and have no choice but to pass them and inhale their bad decisions.
So far just a glare has gotten them to move – the look on their faces is typically being surprised. Think it is safe to say it is usually ignorance/stupidity/selfish thoughtlessness over malice. I really don’t want to stop my run to tell them off, but I have gotten close to doing it.
Many have never been challenged before it’s a very passive society when their money is not directly involved (it’s got it’s good points and also bad points ) and also people are afraid to challenge them and cause conflict. I also don’t bother most of the time now because it will get me worked up. I think if they just stayed in their smoker hovel ghettos it would be just fine (I’m an ex smoker we are the worst lol).
Seriously they are truly disgusting there’s no way around staying that, they kill themselves, hurt their family including little kids lungs , and then they throw that plastic shit into the water and the soil. At least when I smoked I never did that and kept my distance from others.
My father in law gave up smoking a few years back after decades on ten a day so there’s hope for all of them yet.
My move is to photograph the sign indicating a NT$10,000 fine for this violation, then go right up to them and show them the photo. To my regret, so far none of them have willingly handed me the yi wan kuai.

An aside: I really wonder how much revenue baibai dependably brings in for these cookie/candy/chip companies. Really amazing how much junk food gets offered up at these temples. Must be in the billions of $$$ each year.
You may have answered my long-standing question of “Why the hell do people buy this crap?!” Now I’m wondering what percent is heading to the gods.
And look, I enjoy junk food way too much. But most of the stuff filling the shelves here … ugh.
